Henry T. Garcia received his bachelor's degree from the University of California, Riverside in Political Science, and his Masters Degree from the University of California, Los Angeles, in Political Science. He is a graduate of Berkeley's Executive Institute of Public Policy Program, and a distinguished author of two major publications with the League of California Cities.
